WASHINGTON—U.S. lawmakers said they want Ukrainian President Volodymyr Zelensky to be direct in his requests for military equipment in a speech to Congress set for Wednesday morning, indicating they were prepared to step up U.S. support short of participating in a no-fly zone over the country.
Mr. Zelensky, whose country was invaded by Russia about three weeks ago, is delivering a virtual speech Wednesday morning to both chambers of Congress. The address will be broadcast on television, and President Biden is planning to watch if his schedule allows, White House press secretary Jen Psaki told reporters on Tuesday.
Mr. Biden is expected to announce about $1 billion in new military assistance to the Ukraine government as early as Wednesday, according to U.S. officials. The aid is expected to include more of the same kinds of military equipment the U.S. says the Ukrainians need the most to repel Russian attacks: antiarmor and antiair systems, including weapons such as Javelins and Stingers. The money would come from the roughly $13.6 billion allotted for Ukraine in the omnibus budget law.
