KYIV, Ukraine—Russia and Ukraine agreed Saturday to open humanitarian corridors for evacuating civilians from the besieged eastern Ukrainian cities of Mariupol and Volnovakha as Ukrainian President Volodymyr Zelensky lashed out at the West for refusing to implement a no-fly zone over his country that would prevent Russian bombardments of civilian areas.
